
In 1993, the Tahoe Regional Planning Agency (TRPA) adopted the Rental Car Mitigation Fee Program (RCMP) as part of the agency's Code of Ordinances. Chapter 95 of the code details mechanics and the purpose of the program.
The RCMP applies to every car rental transaction, in which the vehicle is rented by or delivered to someone in the Tahoe Basin, except for residents who can show a valid driver's license with a local address. The rental car company assesses a mitigation fee for each day the car is rented, which is paid to the TRPA quarterly.
In accordance with Chapter 95, the Tahoe Transportation District (TTD) can request these funds to assist the TRPA in "achieving and maintaining environmental thresholds for transportation, air and water quality." The TTD submits an annual report to the TRPA, itemizing how the funds were spent.
Chapter 95 also provides for an annual fee adjustment, consistent with the Consumer Price Index (CPI). Although, in 2009, the Rental Car Mitigation Fee increased to $5.50, it didn't change in 2010 as inflation (indicated by CPI) was minimal.
